Expands duty-related disability eligibility for nonhazardous state employees working in positions that could be certified as hazardous (under KRS 61.592 or 78.5520), allowing them to receive a minimum 25% monthly retirement allowance based on final rate of pay if disabled but not totally and permanently disabled

Employees in hazardous-certifiable positions who become totally and permanently disabled from duty-related injuries remain entitled to 75% of monthly average pay; those not totally disabled but unable to continue in their hazardous-certifiable position receive 25% of final rate of pay

Waives minimum service requirements for health insurance benefits for members disabled under the new partial disability category, treating them as having 20 years of hazardous service for purposes of calculating insurance contributions

Applies to Kentucky Employees Retirement System, State Police Retirement System, and County Employees Retirement System participants in nonhazardous positions that could qualify as hazardous

Creates retroactive application window: individuals whose last day of employment in qualifying positions was between January 1, 2022 and the Act's effective date may apply for benefits by January 1, 2027
