Expands mandatory post-mortem examination requirements to include deaths occurring during the arrest process or while en route to incarceration, in addition to existing requirements for deaths in police custody, jails, or penal institutions

Requires coroners or medical examiners to notify the Office of the Kentucky State Medical Examiner when deaths occur during arrest, detention, or custody, including the deceased's name, demographics, date/time/location of death, the responsible law enforcement agency, and circumstances of death

Mandates the Office of the Kentucky State Medical Examiner publish an annual report by December 1 detailing these deaths on a county-by-county, statewide, and law enforcement agency/jail/penal institution basis

Annual reports must include demographic information (gender, race, ethnicity, age) but cannot identify decedents by name

Amends KRS 72.025 and KRS 72.020 to incorporate these expanded requirements into existing coroner notification and body possession procedures
