Creates the Kentucky Board of Licensure for Professional Music Therapists, a 5-member board (3 licensed music therapists, 1 healthcare provider, 1 public member) appointed by the Governor for 4-year staggered terms

Requires licensure as a "Licensed Professional Music Therapist" (LPMT) to practice music therapy in Kentucky after December 31, 2027, with applicants needing a bachelor's degree or higher in music therapy and current board certification from the Certification Board for Music Therapists

Sets licensure fees not to exceed $200 for initial application and renewal, $25 for duplicate licenses, and $100 for reinstatement; licenses must be renewed biennially with a 90-day grace period

Establishes violations punishable by fines of $500 to $1,000, and authorizes the board to deny, suspend, or revoke licenses for fraud, negligence, substance abuse, felony convictions, or ethical violations

Exempts other licensed healthcare professionals (physicians, psychologists, nurses, social workers, etc.) who use music incidentally in their practice, as well as music therapy students under supervision, from licensure requirements
