Requires retail electric suppliers under Public Service Commission jurisdiction (except distribution cooperatives under KRS Chapter 279) to file integrated resource plans every three years and maintain sufficient electric generation capacity to meet customer demand with reasonable reserves

Prohibits utilities from purchasing meaningful capacity or energy for prolonged periods from regional transmission organizations or independent system operators to satisfy resource planning requirements

Beginning June 30, 2027, allows large commercial customers with new load exceeding 50 megawatts at a single site to choose alternative retail electric service providers if the designated supplier lacks sufficient generation capacity as of January 1, 2026

Declares the exclusive retail electric service privilege granted to suppliers as a property right of the Commonwealth, giving the commission authority to require any purchase price exceeding net book value in utility sales or transfers to be returned to customers

Exempts distribution companies with less than $10,000,000 in annual revenue and distribution cooperatives organized under KRS Chapter 279 from integrated resource planning requirements, with cooperatives meeting requirements through all-requirements contracts with generation and transmission cooperatives
