Amends KRS 286.9-140 to set a fixed fee of $3 per deferred deposit transaction (payday loan), replacing the previous language allowing fees "not to exceed" $3

Maintains the existing common database system with real-time internet access for deferred deposit service business licensees to verify outstanding transactions for customers

Requires licensees to submit customer data including name, Social Security number, address, driver's license number, transaction amount, and dates before entering into each transaction

Applies only to deferred deposit transactions entered on or after the effective date of the Act
