Amends KRS 224.80-190 to allow removal or reduction of land use restrictions in environmental covenants without consent from holders or original signatories when the cabinet determines the restriction is no longer necessary to protect human health or the environment following approved corrective action

Establishes a 30-day notice and objection period for proposed amendments to environmental covenants, with objections required to state the legal or technical basis for maintaining the restriction in writing

Requires the cabinet to issue a final determination within 45 days of receiving an objection, with objectors having 30 days to seek judicial review in Franklin Circuit Court where they bear the burden of proving the restriction removal would adversely affect human health or the environment

Applies retroactively to all environmental covenants recorded under KRS 224.80-100 to 224.80-210, including those recorded prior to the Act's effective date

Declared an emergency measure to take effect immediately upon passage and gubernatorial approval, citing the need for timely removal of unnecessary land use restrictions so affected land can be put to highest and best use
