Authorizes the sale and service of cannabis-infused beverages at bars, restaurants, fairs, and festivals in wet territories by holders of retail package, distributor, or manufacturer licenses approved by the Department for Public Health

Creates three new nonquota license types: cannabis-infused beverage drink license, retail cannabis-infused beverage package license, and retail cannabis-infused beverage supplemental license, with fees to be established by July 1, 2026

Limits complimentary samples of cannabis-infused beverages to 12 ounces per person per day at licensed premises, with direct shipments capped at 10 cases per customer per month

Prohibits purchase or consumption by persons under 21, applying all existing minor-related alcoholic beverage restrictions to cannabis-infused beverages, and makes possession of open cannabis-infused beverage containers in motor vehicles a violation

Declared an emergency measure taking effect immediately upon passage and gubernatorial approval to protect the public from potentially unsafe consumer products
