Amends KRS 198B.030 to require the Department of Housing, Buildings and Construction to conduct a cost-benefit analysis for any proposed regulation affecting residential construction, including estimated compliance costs for builders and public safety benefits

Requires the department to analyze how proposed regulations would impact the amount of residential construction in Kentucky before adoption

Mandates that these analyses be completed and submitted to the oversight committee and attached to administrative regulations filed with the Legislative Research Commission

Imposes a moratorium until January 1, 2029 prohibiting the department from promulgating any regulation that would increase residential housing construction costs, unless explicitly required by state or federal law
