Amends human sexuality education requirements to change from opt-in (requiring written parental consent) to opt-out system, where parents are notified and may opt their child out of instruction for grades 6 and above

Removes previous prohibition on gender identity, gender expression, or sexual orientation instruction for all grade levels, and removes restriction on human sexuality instruction for grades 5 and below

Requires schools to use gender-appropriate pronouns for a student only when a parent submits a request along with a medical provider's diagnosis of gender dysphoria, replacing previous prohibition on pronoun policies that don't conform to biological sex

Modifies school restroom/locker room policies to require individual privacy accommodations for all students regardless of biological sex or gender identity, rather than prohibiting students from using facilities designated for the opposite biological sex

Replaces existing ban on all gender dysphoria medical treatments for minors with new framework allowing nonsurgical treatments (including FDA-approved puberty blockers) with parental consent and medical diagnosis, while maintaining prohibition on surgical treatments and cross-sex hormones for those under 18
