Creates a new section of KRS Chapter 151B establishing Kentucky's framework for federal Workforce Pell Grants, defining "eligible workforce training programs" as those meeting requirements in section 83002 of Pub. L. No. 119-21

Requires the Governor, in consultation with the Kentucky Workforce Innovation Board, to approve all eligible workforce training programs for federal Workforce Pell Grant purposes

Mandates coordination of workforce training program approvals with other state and federal workforce programs to prevent duplicative payments for student costs already covered by Workforce Pell Grants

Directs the Kentucky Workforce Innovation Board to establish internal procedures for determining federal eligibility compliance and ensuring state implementation does not impose requirements more restrictive than federal rules

Declares an emergency exists, making the act effective immediately upon passage and approval by the Governor
