Prohibits geoengineering activities in Kentucky, including weather modification, solar radiation modification, stratospheric aerosol injection, and cloud seeding

Creates the criminal offense of "criminal atmospheric pollution" for intentionally or wantonly engaging in atmospheric polluting interventions, classified as a Class D felony

Imposes a civil penalty of at least $500,000 per day for violations, in addition to other applicable penalties

Defines "atmospheric contaminant" broadly to include aerosols, chemicals, biological agents, radioactive materials, and electromagnetic radiation, but excludes normal aircraft engine exhaust

Requires arresting officers to notify federal agencies when federally-approved geoengineering activities violate this law, asserting the state's authority under the Tenth Amendment
