Creates new requirements for Kentucky's Public Service Commission to prioritize affordable, reliable, and clean energy, with "affordable" defined to include true costs such as supply chain risks, environmental remediation, and government subsidies from the preceding 5 years

Defines "clean energy" to include federally-listed renewable sources, hydrocarbon fuels (natural gas and coal) compliant with the Clean Air Act, and nuclear power

Requires "reliable" energy sources to have 80% or greater performance standards and not be subject to intermittent availability from routine weather conditions

Prohibits use of critical materials sourced from foreign adversary nations (including countries designated under federal regulations, state sponsors of terrorism, or those under comprehensive sanctions) or made with convict labor

Mandates preference for fuel sources and infrastructure components produced within the United States and Kentucky, with an exception for nuclear resources; takes effect November 1, 2026
