Department of Corrections may prescribe and implement death penalty execution protocols and procedures through internal policy, memorandum, or other action without going through the formal administrative regulations process established in KRS Chapter 13A

Amends KRS 13A.100 to add an exception for the Department of Corrections regarding death penalty regulations to the general requirement that administrative bodies promulgate regulations through the standard process

Requires the Department of Corrections to promulgate administrative regulations creating a certification process for county jails housing female state inmates, including mandatory physical barriers between male and female inmates

Requires the Department of Corrections to promulgate administrative regulations mandating telehealth services in county jails
