Establishes a separate electronic monitoring system specifically for medicinal cannabis under the Cabinet for Health and Family Services, separating it from the existing controlled substances monitoring system under KRS 218A.202

Grants the Office of Medical Cannabis executive director authority to investigate unlicensed persons holding themselves out as licensed cannabis businesses, with power to issue cease and desist orders and fines up to $1,000 per day for violations

Requires cannabis businesses to comply with all filing and payment requirements set forth by the Kentucky Department of Revenue and prohibits pledging or granting security interests in cannabis business licenses

Simplifies administrative procedures by removing notarization requirements for applications, changing denial notification delivery from registered/certified mail to standard written notice, and consolidating judicial review venue to Franklin Circuit Court

Enables pharmacists to access the medicinal cannabis patient registry through the controlled substances monitoring system to advise patients of potential adverse interactions between prescribed medications and medicinal cannabis
