Creates a public domestic violence offender registry managed by the Justice and Public Safety Cabinet, requiring registration for "persistent offenders" with at least two domestic violence convictions or pretrial diversions

Public website will display registrant's name, date of birth, county of residence, conviction date, crime description, and photograph; addresses, Social Security numbers, and ID numbers remain confidential

Registry duration varies by number of prior convictions: 5 years (1 prior), 7 years (2 priors), 10 years (3 priors), or 20 years (4 priors) from most recent conviction date

Registrants must pay $150 fee, split between court clerk administration ($50) and Kentucky State Police ($100)

Applies only to persistent offenders convicted on or after January 1, 2027, though prior convictions used to establish persistent offender status may predate this effective date
