Prohibits Kentucky school districts, public schools, cooperative boards, and the Kentucky Department of Education from providing differential treatment based on religion, race, sex, color, or national origin in employment, contracts, student enrollment, and services

Requires elimination of all diversity, equity, and inclusion (DEI) offices, officers, initiatives, and trainings by June 30, 2026, with mandatory compliance reports due August 30, 2026 to the Legislative Research Commission and Attorney General

Removes existing statutory requirements for minority representation on school councils, superintendent screening committees, the Kentucky Board of Education, and eliminates minority teacher recruitment mandates

Creates civil enforcement mechanisms allowing the Attorney General to file mandamus actions and qualified individuals to seek injunctive relief for violations, with attorney's fees recoverable for intentional violations

Declares an emergency for most provisions to take immediate effect upon passage, while civil action provisions take effect February 1, 2027
