Adds "care and maintenance of pedestrian swinging bridges that are available for recreation and public enjoyment" to the list of governmental functions Kentucky county fiscal courts may perform under KRS 67.083

Expands the definition of "land" in Kentucky's recreational use liability statute (KRS 411.190) to explicitly include pedestrian swinging bridges

Adds local governments that expend public funds to maintain pedestrian swinging bridges for recreation to the definition of "owner" entitled to liability protections

Extends recreational use liability limitations to landowners who lease property to local governments maintaining pedestrian swinging bridges, provided no admission fee is charged

Clarifies that the liability protections do not create any duty of care or protection from danger to individuals or the public
