Proposes amending Section 256 of the Kentucky Constitution to allow constitutional amendments to appear on ballots as a question or summary rather than requiring the full amendment text to be printed

Requires ballot questions or summaries to "clearly and accurately" state the substance and effect of the proposed amendment

Maintains existing requirements that amendments must pass each house of the General Assembly by three-fifths majority and be approved by a majority of voters

Requires the Secretary of State to publish the full question and proposed amendment text in a newspaper of general circulation by the first Tuesday in August before the election

Secretary of State must certify the complete question and amendment text to county clerks for inclusion on ballots in paper or electronic form
