Proposes amending the Kentucky Constitution to establish citizen ballot initiatives, allowing voters to propose and enact laws independent of the General Assembly

Requires initiative petitions to contain signatures from at least 2% of the state's population based on the most recent U.S. decennial census

Limits initiative petitions to a single subject and prohibits measures that target a particular class of individuals

Measures approved by a majority of voters at a regular election become law; if conflicting measures pass, the one with the highest affirmative votes prevails

Exempts citizen-initiated measures from the Governor's veto power and allows the General Assembly to enact procedures that facilitate (but not restrict) the initiative process
