Prohibits public funds from being allocated to degrees in "low-earning outcome programs" as defined by federal law (20 U.S.C. sec. 1087d(c)) at Kentucky public postsecondary institutions

Affected funding includes individual student financial aid, base operational/instructional funding, specially appropriated grants, capital/facilities funding, and performance-based funding

Requires the Council on Postsecondary Education to maintain and annually update a list of low-earning outcome program degrees at public institutions based on federal determinations

Mandates annual reports to the Legislative Research Commission by May 1, beginning in 2027, detailing prohibited programs, compliance measures, violations, and funds redirected away from these programs

Reports must also track student aid or scholarship dollars not disbursed to students due to their enrollment in low-earning outcome program degrees
