Expands Kentucky's "left lane law" to apply to all highways with four or more lanes, removing the previous restriction that limited it to highways with posted speeds of at least 65 mph

Prohibits driving in the leftmost lane below the posted speed limit, with exceptions for overtaking slower vehicles, yielding to merging traffic, preparing for left turns, or when traffic/road conditions prevent safe use of other lanes

Establishes escalating fines for left lane violations: $150 for first offense, $250 for second offense, and $350 or up to 30 days imprisonment for third offense within a 12-month period

Maintains existing requirements for passing bicycles and electric low-speed scooters with at least 3 feet of clearance on single-lane roads

Adds an exception allowing drivers to use the left lane when preparing to make a left turn at an intersection or into a private drive or roadway
