Amends KRS 350.600 to update legislative findings on oil shale mining, emphasizing the critical need for fossil fuel development and its potential long-range benefits to Kentucky and the United States

Requires the Energy and Environment Cabinet to conduct extensive research on oil shale extraction processes, waste production, and adverse environmental impacts before regulating the industry

Prohibits commercial oil shale mining or processing until the Cabinet promulgates administrative regulations under KRS Chapter 13A, with regulations required to be based on sound scientific and engineering data

Permits pre-regulation pilot and demonstration projects involving no more than 5 acres per county, with 15 days written notice by registered mail to the Cabinet secretary and surface landowners

Grants the Cabinet secretary authority to monitor experimental drilling, sampling, and pilot projects to establish data for future regulations governing oil shale operations
