Amends KRS 350.475 to require the Energy and Environment Cabinet to create administrative regulations under KRS Chapter 13A addressing surface mining permittee liability for reclamation

Clarifies that permittees' reclamation liability applies when permit areas are disturbed by parties or forces outside their control, including acts of God, oil and gas operations, loggers, recreational vehicles, and trespassers

Directs the Cabinet to establish procedures for transferring reclamation liability from surface mining permit holders to parties who will use the land for post-mining purposes
