Amends Kentucky's Amber Alert system (KRS 16.175) to expand eligibility beyond abductions to include children identified by law enforcement as missing, where disappearance may not be voluntary and physical safety may be endangered

Adds children committed to the Department of Juvenile Justice or in temporary custody of the Cabinet for Health and Family Services, relatives, or nonrelative placements as eligible for alerts

Replaces specific references to Kentucky Broadcasters Association and Kentucky Press Association with broader "media providers" language for disseminating alerts

Requires all Commonwealth law enforcement agencies to cooperate with Kentucky State Police in providing and disseminating information about abducted or missing and endangered children

Officially designates the legislation as "Wynter's Law"
