Establishes KRS Chapter 426A to create the Uniform Registration of Canadian Money Judgments Act, allowing Canadian court judgments for money recovery to be registered and enforced in Kentucky through a streamlined filing process with the court clerk

Creates the Uniform Foreign Country Money Judgments Recognition Act, requiring Kentucky courts to recognize foreign-country money judgments that are final, conclusive, and enforceable in their country of origin, excluding judgments for taxes, fines, penalties, or domestic relations matters

Mandates courts deny recognition of foreign judgments rendered under judicial systems lacking impartial tribunals or due process, where the foreign court lacked personal or subject matter jurisdiction, or where the judgment was obtained by fraud

Requires persons against whom Canadian judgments are registered to be served notice and given 30 days to petition the court to vacate the registration; enforcement by property seizure or sale is prohibited until 31 days after notice is served

Takes effect January 1, 2027, and sets a 15-year statute of limitations for commencing actions to recognize foreign-country judgments from the date the judgment became effective in the foreign country
