Kentucky State Police will operate a pilot project from September 1, 2027 through June 30, 2029 to provide instruction permit testing in one public high school per congressional district, partnering with the Kentucky Department of Education

Testing must occur at least once per school year at selected high schools, with applications accepted through the state police's online portal and limited to residents of the county where testing is administered

In multi-county congressional districts, the pilot must operate in a county where state police do not already provide permanent, full-time instruction permit testing

Participating schools must obtain local school board approval, designate an employee coordinator, provide internet access and testing location, and ensure county residents can access the site

State police must submit annual reports to the Legislative Research Commission by October 31, beginning in 2027, with data on testing appointments, applicants served, no-shows, and impact on regional licensing offices
