Amends KRS 205.558 to add gender-inclusive language ("or her") when referencing family members who must be advised of alternatives to institutional care before a person is preauthorized for nursing facility admission

Requires prior authorization from the Cabinet for Health and Family Services before admission to intermediate-care or skilled-nursing facilities, with violations classified as Class B violations

Persons with resources to cover at least 365 days of care costs may be admitted without prescreening, but become ineligible for Medicaid payment for one year if they bypass the prescreening system

Preadmission screening teams must include a nurse, social worker, and physician to evaluate whether institutionalization is necessary and whether alternatives to institutional care are feasible

Cabinet must determine that health status requires immediate institutionalization and that the person and family have been fully advised of care alternatives before authorizing admission
