Amends KRS 441.540 to allow Circuit Judges, with Governor's consent, to transfer a person charged with a crime to the nearest state penitentiary when threatened violence or public indignation makes local jail custody unsafe

District Judges may exercise this transfer authority when the Circuit Judge is absent from the county

Officers making the transfer receive actual expenses plus $5 per day, and up to two guards receive $2.50 per day each

Fee and expense claims must be approved by the Circuit Court with jurisdiction and paid from the responsible government unit's treasury

Updates language to gender-neutral terminology ("himself or herself") and reorganizes existing statute into numbered subsections
