Amends KRS 278.040 to reaffirm the Public Service Commission's authority to regulate all utilities in Kentucky and enforce provisions of KRS Chapter 278

Grants the Commission exclusive jurisdiction over the regulation of rates and service of utilities statewide

Preserves the police jurisdiction, contract rights, and powers of cities and political subdivisions, with the exception of rate and service regulation

Authorizes the Commission to adopt reasonable regulations under KRS Chapter 13A and investigate utility methods and practices to ensure compliance with state law and Commission orders
