Amends KRS 353.812 regarding interstate coordination on subsurface carbon dioxide storage migration

Changes the legislative reporting requirement from the Special Subcommittee on Energy and the Interim Joint Committee on Natural Resources and Environment to only the Interim Joint Committee on Natural Resources and Energy

Maintains existing requirements for the cabinet secretary to negotiate reciprocal agreements with bordering states on cross-border CO2 migration, including provisions that such migration not be treated as trespass

Preserves the annual reporting requirement to the Governor and Legislative Research Commission on interstate discussions, which began in 2012 and continues until all necessary agreements are reached
