Public Service Commission maintains exclusive jurisdiction over regulation of utility rates and service throughout the state

Cities and political subdivisions retain their police jurisdiction, contract rights, and powers separate from commission authority

Commission authorized to adopt reasonable regulations under KRS Chapter 13A and investigate utility methods and practices for compliance with state laws
