Reorganizes the Department of Juvenile Justice by eliminating the Office of Program Operations and Office of Community and Mental Health Services, consolidating their functions into the Office of Support Services and a new Office of Rehabilitation and Reentry Services

Creates the Office of Rehabilitation and Reentry Services within the Department of Juvenile Justice with four new divisions: Youth Development Centers, Group Homes, Community Services, and Reentry

Adds three new divisions to the Office of Support Services: Division of Placement Services, Division of Education, and Division of Health Services

Requires all detention centers to report to a single supervisor who reports directly to the commissioner under the Office of Detention

Updates reporting requirements for local juvenile restorative justice advisory committees to report directly to the Department of Juvenile Justice rather than the eliminated Office of Community and Mental Health Services
