Consolidates definitions by creating umbrella term "public safety officer" covering police officers, firefighters, and emergency medical services personnel

Coverage for trainees applies retroactively to deaths occurring on or after November 1, 2024

Removes previous date restrictions (July 1, 2002 and November 1, 2015) that limited when deaths must occur to qualify for benefits
