Amends KRS 27A.100 to update gender-neutral language throughout the Judicial Council statute, replacing "chairman" with "chair" and adding "or her" to references about designees

Clarifies that the Chief Justice and Chief Judge may select designees specifically from among members of the Supreme Court and Court of Appeals, respectively

Changes appointed member term language from serving "four years and until successors qualify" to "four years or until successors are appointed and qualify"

Updates terminology from "administrative director of the courts" to "director of the Administrative Office of the Courts" for the council secretary position
