Requires all Kentucky school districts to adopt health curriculum for students in grade 6 and above that includes instruction on human growth and development, featuring a high-definition ultrasound video (at least 3 minutes) showing early fetal organ development and a computer-generated animation of fertilization through birth

Prohibits instruction on human sexuality or sexually transmitted diseases for children in grade 5 and below, and bars all instruction with the purpose of students studying or exploring gender identity, gender expression, or sexual orientation at any grade level

Requires written parental consent before any student in grade 6 or above receives instruction on human sexuality or sexually transmitted diseases, with parents to be notified at least 2 weeks in advance

Mandates that parents be allowed to review all curriculum materials, lesson plans, assessments, surveys, and instructional activities related to human sexuality or human growth and development courses

Shifts curriculum adoption authority from school councils or principals to the school district level, while preserving exceptions for discussing sexuality in historical context, child sexual abuse prevention instruction, and responding to student questions
