Public school districts must install and maintain video and audio surveillance systems in all self-contained special education classrooms (where at least half of students receive special education services), including calm-down rooms and sensory rooms, excluding bathrooms and changing areas

Parents must be notified within 5 days of their child's assignment to a self-contained classroom about the surveillance system, provided an informational guide, and given instructions on how to request access to recordings featuring their child

Recordings must be retained for at least 1 month normally, or longer if a parent requests review or if the recording documents an injury to a student, teacher, or staff member (retained until investigation/law enforcement action is complete or 2 months, whichever is later)

Districts must notify parents of all students in attendance if an injury or alleged injury to a student by a school employee occurs in a self-contained special education classroom

The Kentucky Department of Education must publish an informational guide for parents by January 1, 2027, and local boards of education must adopt policies to implement these requirements
