Amends KRS 281.600 to require the Department of Vehicle Regulation to conduct administrative hearings under KRS Chapter 13B and promulgate regulations under KRS Chapter 13A for motor carrier safety

Establishes that Title 49 of the United States Code provisions adopted by the department apply to all drivers, vehicles, and motor carriers within Kentucky's jurisdiction, preempting any conflicting state laws

Removes previous exemptions for fertilizer spreader vehicles (up to 36,000 pounds) and farm-wagon-type tank trailers (up to 2,000 gallons) from federal safety regulations

Exempts certain vehicles registered under KRS 186.050(3)(b) or (4) with gross weight of 26,000 pounds or less from federal medical qualification (49 C.F.R. secs. 391.41-391.49) and hours of service (49 C.F.R. pt. 395) requirements if operating intrastate, not carrying placarded hazardous materials, and not transporting 16+ passengers

Assigns the Department of Kentucky State Police responsibility for administering the motor carrier safety management audit program according to Federal Motor Carriers Safety Act provisions
