Establishes the Kentucky All-Payer Claims Database within the Office of Data Analytics to collect health care claims data from Medicare, Medicaid, CHIP, workers' compensation insurers, health insurers, HMOs, pharmacy benefit managers, and other health payers operating in the state

Creates a 13-member Advisory Council appointed by the Governor (with 3-year terms) plus 6 ex officio state agency members to provide recommendations on database development, data collection standards, privacy protections, and quality improvement strategies

Requires mandatory data submission from health payers beginning 3 months after the database becomes operational, covering medical, hospital, dental, pharmacy, and other designated health care claims (excludes direct primary care membership agreements)

Establishes the Kentucky All-Payer Claims Database Fund as a restricted fund to receive grants, data access fees, penalties, and appropriations; penalties for non-compliance by health payers may reach up to $1,000 per day (government agencies exempt)

Mandates annual reporting to the Governor and Legislative Research Commission by September 1 each year on database operations, financial stability, cost-effectiveness, and whether the database has advanced its stated purposes of improving health care cost transparency, quality, and accessibility
