County clerks must report and remit vehicle registration fees to the Transportation Cabinet each Monday, with a 1% monthly penalty for late payments exceeding 7 days

Extensions for filing reports may be granted up to 10 days at the Transportation Cabinet's discretion

Owners of motor vehicles destroyed by fire or accident are entitled to proportional refunds of license fees for the remaining registration period

Refund claims require the owner's affidavit plus affidavits from two reputable witnesses attesting to the destruction, along with return of original license plates
