Amends KRS 74.361 to allow county fiscal courts to request by resolution that the Public Service Commission consider ordering the merger or partial merger of water districts within their county

Upon receiving a fiscal court resolution, the Public Service Commission must prepare a written feasibility report and study on the proposed merger

Maintains existing Public Service Commission authority to initiate merger investigations independently and conduct formal public hearings before ordering any water district merger

Continues protections for outstanding obligations of merged water districts, which remain secured by assessments and revenues from original service areas until fully retired

Preserves existing processes for water commissioner transitions, rate schedule determinations, and appeals following merger orders
