Amends KRS 199.462 to add fictive kin placements to the list of arrangements requiring criminal background checks through Kentucky State Police and FBI fingerprint checks before approval

Prohibits the Cabinet for Health and Family Services from disapproving any placement (foster care, relative caregiver, fictive kin, temporary/permanent custody, or adoption) solely based on a prospective caregiver's disability without first considering whether adaptive or supportive services could enable them to care for the child

Requires the Cabinet to provide child abuse/neglect recognition and reporting information to fictive kin caregivers when a child is placed in their home for more than 72 hours

Mandates that fictive kin caring for children under age 5 complete a one-time 1.5-hour training course on prevention and recognition of pediatric abusive head trauma within the first 5 days of placement

Directs the Cabinet for Health and Family Services to promulgate administrative regulations to implement these requirements
