Prohibits the Education Professional Standards Board from issuing or renewing teaching certificates to individuals who have been diagnosed with or treated for disorders excluded from the Americans with Disabilities Act of 1990, as defined in the DSM-III-R (1987 edition)

Requires all certification applicants to attest under penalty of perjury that they have never been diagnosed with or treated for such excluded disorders by a licensed medical professional

Mandates the State Board of Medical Licensure, Kentucky Board of Nursing, and Kentucky Board of Examiners of Psychology to require their licensees to diagnose these disorders using DSM-III-R criteria

Adds having been diagnosed with or treated for these excluded disorders as grounds for certificate revocation, suspension, or refusal to renew under KRS 161.120

Requires the Education Professional Standards Board to investigate complaints alleging a certificate holder exhibits behavioral signs of these disorders and compel medical examinations within 30 days, with findings reported within 3 business days
