Amends KRS 173.490 and KRS 173.730 to simplify the alternative appointment process for public library district board trustees by allowing fiscal courts to bypass state librarian recommendations entirely

Extends the deadline for county judge/executives to fill vacant trustee positions from 30 days to 60 days after a vacancy occurs under the alternative appointment process

Removes the previous two-step recommendation process that required county officials to first consider state librarian recommendations before making independent appointments

Maintains existing term structures: initial appointments staggered at 2, 3, and 4 years; subsequent terms of 4 years; maximum of 2 consecutive terms with 12-month wait before reappointment

Requires county judge/executives to notify the Department for Libraries and Archives of any appointments made under the alternative process
