Establishes the Energy Planning and Inventory Commission attached to the University of Kentucky Center for Applied Energy Research, with an 18-member board and 5-member executive committee appointed by the Governor and confirmed by the Senate

Requires utilities to notify the commission at least 180 days before applying to retire any coal, oil, or natural gas-fired power plant; the executive committee must issue findings within 135 days including impacts on dispatchable power supply, economic effects, and alternatives

Mandates public hearings in counties where plant retirements are proposed, and requires the Public Service Commission to consider the executive committee's findings before approving any retirement application

Requires annual reports by December 1 to the Legislative Research Commission, Governor, and Public Service Commission with an inventory of existing electric generation resources, 5-year demand forecasts, and policy recommendations

Commission will sunset on December 31, 2035
