Adds "rescue squad personnel" (paid or volunteer members as defined in KRS 39F.010) to the list of first responders eligible for $80,000 line-of-duty death benefits, with payments to surviving spouses and children from Kentucky's general fund

Requires the Division of Emergency Management to promulgate administrative regulations establishing criteria for rescue squad personnel coverage and determining what circumstances constitute death in the line of duty

Extends tuition-free education benefits at Kentucky state-supported universities, community colleges, and vocational institutions to children and unmarried surviving spouses of rescue squad personnel killed in active service or training

Adds the Division of Emergency Management as an authorized agency to certify service and cause of death for purposes of tuition waiver eligibility documentation

Updates cross-references in workers' compensation statutes related to occupational disease claims to reflect the renumbered subsections created by adding rescue squad personnel provisions
