Prohibits placing covered batteries (portable batteries up to 4.4 lbs for non-rechargeable, up to 11 lbs/300 watt-hours for rechargeable; medium format batteries up to 25 lbs/2,000 watt-hours) in curbside, commercial front load, or roll-off containers used for solid waste disposal or recycling

Requires the cabinet to establish the Covered Battery Stewardship Program by March 31, 2027, to educate the public, foster voluntary stewardship organizations, oversee take-back programs for rechargeable batteries, and prevent damage to waste facilities from improper battery disposal

Excludes from coverage: batteries in FDA-regulated medical devices, motor vehicle batteries, batteries not easily removable from products, recalled products, and certain electronics including computers, TVs, printers, and video game consoles

Mandates the cabinet maintain a public website listing battery collection sites and transporter contact information, and requires collaboration with manufacturers, retailers, recyclers, municipalities, and waste management districts

Requires voluntary battery stewardship organizations to submit annual reports by June 30 detailing battery weights collected by chemistry, materials recovered, recovery efficiency rates, facilities used, and education/outreach effectiveness
