Appropriates $150,000,000 in General Fund money for fiscal year 2026-2027 to Kentucky's endowed research fund established under KRS 164.038

Funding will be evenly distributed across five consortium accounts created under the existing endowed research fund statute

Unspent money in the endowed research fund at fiscal year end does not lapse but carries forward to the next fiscal year

Declared an emergency measure, taking effect immediately upon Governor's approval or becoming law, citing the importance of research excellence, faculty recruitment, and economic opportunities
