Adds clonazepam, cocaine, diazepam, fentanyl, and hydrocodone to the list of controlled substances that trigger DUI charges when detected in a driver's blood within 2 hours of vehicle operation

Extends the retention period for moving traffic conviction records by the Transportation Cabinet from 5 years to 10 years

Distinguishes between breath/urine test refusals and blood test refusals for DUI stops, with blood test refusals resulting only in license suspension (not doubled jail sentences for repeat offenders)

Requires peace officers to seek a search warrant for blood testing in all motor vehicle accidents involving a fatality, unless testing has already been done by consent

Updates statutory language to replace "state" with "Commonwealth" throughout the relevant sections of KRS Chapter 189A
