Creates the Autism Spectrum Disorder Trust Fund in the State Treasury, administered by the Cabinet for Health and Family Services, to support autism research and services for Kentuckians.

Establishes a voluntary income tax refund checkoff beginning January 1, 2026, allowing taxpayers to donate a portion of their refund to the fund; first transfer to occur by July 1, 2027.

Assigns the Advisory Council on Autism Spectrum Disorders responsibility for administering and distributing fund moneys through a competitive grant program for nonprofits, academic medical centers, and government agencies.

Requires the Advisory Council to develop an annual written plan by October 1, 2026, including a needs assessment and prioritized list of research projects, with annual reports to the Governor and Legislative Research Commission.

Declares an emergency, making the act effective immediately upon passage and approval by the Governor.
