Health care professionals and institutions may refuse to participate in any health care service that violates their sincerely held religious, moral, or ethical principles, with protection from civil, criminal, or administrative liability for such refusals

Prohibits discrimination against health care workers by the Commonwealth, its subdivisions, or regulated health care entities for exercising conscience-based objections, including protection for whistleblowers who report violations

Requires emergency medical treatment under federal law (42 U.S.C. sec. 1395dd) and sexual assault evidence collection to continue regardless of conscience objections

Creates a private civil cause of action in Circuit Court allowing injured parties to seek injunctions, actual damages, attorney's fees, and reinstatement to positions or relicensure

Licensing authorities must notify health care professionals of complaints within 25 days or face a $50 penalty for every two weeks of delay; declared an emergency measure taking effect immediately upon passage due to Kentucky's 8.9% hospital workforce vacancy rate
